How can I know if I qualify as a merchant?

A firm is considered a "merchant" from the moment it acquires agricultural foods and products bearing an organic designation and coming from suppliers established outside of Quebec territory, and when it intends to market them within Quebec. This generally refers to the firm that first markets a product on Quebec territory.
