10. Program Audit

10.1 Activities concerning recogniiton of bodies certifying products originating from outside Quebec shall be subjected to an internal audit at least once a year, to ensure that its principles and the objectives are being met.

10.2 This part of the Certifying Bodies' Approval Program may also be subjected to an independent audit. To this end, internationally accepted auditing techniques shall be applied.

10.3 Clear documentation forms the basis of effective program evaluation, and must include:

• An authority that is clearly defined by legislation
• A legal framework and technical setup able to recognize certification programs
• An adhesion to ISO/IEC Guide 65 : 1996 as it applies to requirements for certifying bodies.
• An established and operational control system, assuring parity with domestic control procedures
• A transparent system with well documented policies and procedures
