Import/Export

Who may import organic products into Quebec?

Only certified organic product merchants who have duly completed their annual declaration are in a position to acquire these products. The list of these merchants is available on the CARTV's Web site, and is updated regularly.

What are the requirements for products accepted from outside of Quebec and marketed on Quebec territory?

Every product acquired for the purpose of marketing in Quebec must be certified. It is imperative that the certifying body's legal name appear on its packaging and the label must comply with labeling regulations, as provided by Quebec's Act Respecting Reserved Designations (A20.02). The first list of certifying bodies carrying on activities outside of Quebec territory, and whose certified products may be marketed in Quebec was made public in October 2002, following their approval by the CARTV.

As of July 1, 2003, every organic product accepted from outside of Quebec territory must be certified by a certifying body duly recognized by the CARTV. It is the responsibility of merchant to request approval from the CARTV for any certifier not appearing on this list. A certain amount of time should be allowed when seeking approval for a certifier.
