4. CARTV’s Obligations Relative to Program Administration

4.1 The Board shall assign one of its employees to the management of the Quebec Product Entry Acceptance Program.

4.2 The person in charge of the Quebec Product Entry Acceptance Program shall be mandated to ensure that the program meets and is compliant with its objectives, and will carry out this mandate in a competent manner.

4.3 The person in charge of the Quebec Product Entry Acceptance Program shall define the attributions of personnel members (others than those who are members of committees mentioned above) placed at his disposal and shall supervise their work. He may issue written instructions delegating his authority.

4.4 The person in charge of the Quebec Product Entry Acceptance Program must have access to the financial, human and material resources required to carry out the program.

4.5 Documentation must include an organizational plan for the program's administering, including a description of the roles and responsibilities for each level or individual within the system.

4.6 Personnel assigned to this program, including the person in charge, must have received appropriate training and been provided with a job description.

4.7 Communication systems and other systems used to record and analyze data must be capable of fulfilling the requirements relative to the various tasks to be accomplished.
