Request for Temporary Exemption of Labeling Requirements
Whenever labels for agri-food products do not comply with the labeling requirements of the Conseil des appellations réservées et des termes valorisants (CARTV), the company wishing to market the product within Quebec shall ask for an exemption.
Such a request by a company for permission to market one or more products in Quebec is intended to allow enough time to modify a product’s packaging so that it conforms to existing regulations.
When a request is approved, a letter authorizing the temporary marketing of products is issued to the applying company by the Secretary of the Supervision Committee of the CARTV and the product(s) are listed in the CARTV's Register of certified products granted temporary exemption. Product labeling shall be in compliance after the approved expiry date.
To obtain a temporary marketing authorization, products shall conform to the requirements of the Reserved Designation Law, i.e. be inspected by a CARTV-authorized certification body.
All requests for an exemption made to the CARTV are subject to administration fees ranging between $300 and $500, depending upon the complexity of the request.
For all requests for information concerning products requiring a temporary marketing authorization or to obtain an Exemption Request form, contact the Supervision Program Officer at the following address:
